On November 4, 2011, 123 members of the House of Representative signed and sent a letter to House Speaker John Boehner (R., OH), Majority Leader Eric Cantor (R., VA) and Majority Whip Kevin McCarthy (R., CA) that urged fast and resolute movement toward a long-term transportation bill.

The letter articulates the position of many Republicans in the House of Representatives that hold a desire to create jobs, support infrastructure, and reduce spending to responsible levels. The signatories write, "Republicans support transportation infrastructure investment because the economy needs a national system to safely deliver goods and people from place to place and to effectively compete in the global marketplace." They further state that, "Republicans also understand that to repair and improve our infrastructure we must have responsible spending levels that truly support long-term economic growth and job creation while retaining our commitment to conservative principles."

The letter criticizes President Obama's plan for its lack of funding certainly over the long term and, although the letter does not mention Senate attempts to put forward a two-year bill, it clearly signals a strong effort to push the House of Representatives to move forward with proposals for a multi-year surface transportation. In contrast to the President's plan, the signatories conclude that they hope to see a bill that streamlines and reforms prior bills, but nonetheless spurs economic growth.
