The Day of Reckoning

Revenue shortfalls in the Highway Trust Fund prompted FHWA officials to announce last week that reimbursements to states will likely slow down as early as this month or October. Policy makers have tried to fill the gap between highway construction and maintenance expenditures versus gas tax receipts for many months. The situation has worsened due to the nation's cutbacks in driving. The Administration announced that it has never seen VMT (vehicle miles traveled) drop to the extent it has these past eight months.
