HOUSE APPROPRIATIONS COMMITTEE APPROVES 2012 ENERGY AND WATER BILL WITH FUNDS FOR ADDITIONAL PROJECTS

The House Appropriations Committee considered the Energy and Water Bill earlier this week. The bill funds the Army Corps of Engineers, the Department of Energy and other water and energy related authorities. In light of the pressure to ban earmarks, many projects were in danger, yet this bill may solve that funding gap.

The bill provides the Army Corps of Engineers with more than $1.6 billion for construction projects, $2.4 billion for operations and maintenance and over $100 million for investigations for a total of approximately $4.8 billion—only slightly down from the 2011 fiscal year. While this is a cut from the amount requested by the Obama administration, there are provisions included in the bill for discretionary funding for "Individual projects requested by the Corps" and "Other items" that will be useful for infrastructure-related construction projects that might otherwise have been funded by earmarks.
