There is an unofficial, leaked draft of the administration's transportation reauthorization bill that shows good news for infrastructure development. Named the "Transportation Opportunities Act," the bill draft reveals a $53 billion commitment to high speed rail and a focus on livability through measures that would prioritizing such things as streamlining programs on congestion and air improvement and offering funding for public transportation and other alternatives to driving such as funding sidewalks and bikeways.

At this point, though the bill makes mention of a National Infrastructure Innovation and Finance Fund, there is still little in the bill that speaks to questions of funding. In lieu of raising gas tax, there is a possibility tolling will supplement the measures mentioned above, but few details are available at this time.
