TRANSPORTATION PROGRAMMING AT 2008 LEVELS?

 

Following the President's State of the Union speech, the Administration's support for infrastructure development remains at odds with the House of Representatives' call to roll back non-security discretionary government spending to (or below) fiscal year 2008 levels. Despite strong efforts to cut funding, though, the House measures would not include the highway, transit formula and bus grants, or highway and airport safety budgets, which can be understood as necessary for security. These programs are also supported by obligation limit funding, which is exempt from the House's definition of "non-security discretionary funding."

Nonetheless, in order to shave $84 billion to reach 2008 spending limits, the House will look to cut non-security discretionary funding from the general fund budget authority; affected programs are likely to be the Federal Railroad Administration and FAA operations.
