Transportation Appropriations Heading to White House

Congressional Democrats have crafted a budget compromise that cuts roughly $22 billion from 11 fiscal year '08 appropriations bill, betting that the President will sign. Scheduled to come before the House tomorrow is the phone-book size bill trimming $760 Million from NIH with substantial cuts to other favorite programs like clean water and community development block grants. $31 billion for the war in Afghanistan is included in the  House bill while the Senate is expected to add $70 billion for Iraq when it votes on Thursday.  All earmarks remain in the compromise bill, taking only a 2% hair cut across the board!  The bill also extends federal aviation taxes and spending authority from the Airport and Airway Trust Fund, set to expire on December 21st, through the end of February '08.
