National Water Trust Fund

As House Transportation Committee leaders heard testimony on various transportation infrastructure bank proposals last week, Cong. Earl Blumenauer (D-Ore.) announced the imminent introduction of a Clean Water Trust Fund. The $ 10 billion fund is designed to be deficit-neutral, fire-walled and consistent source of funding to repair and replace aging water infrastructure. User fees and taxes will be the revenue sources financing the Trust Fund.
