Illinois DOT announced a $10.9 Billion plan focused only on maintaining the
existing highway system last week. The high cost of asphalt, steel
and other construction materials makes it almost impossible to build
new roads, noted IDOT. Three-fourths of the funding will go to
maintaining roads and bridges, and about one-fourth will be directed
at expansion and congestion relief.
A gross
receipts tax on business revenues is proposed to generate the
necessary $ 3 billion to pay for bonds. Most Illinois
business interests oppose this funding mechanism.
Approximately
45% of the plan will be spent through 2013 in the Chicago area
with the remainder throughout the State.
This
plan is one more example of a transportation system on life support
unable to keep pace with growth and requisite mobility.
